Our Client is a major EU Regulatory Body responsible for science-based recommendations on quality, safety and efficacy of medicines and disseminating information to the public throughout the EU. This role is within a large, cosmopolitan organisation with excellent benefits and working conditions.
Language Recruitment Services is seeking an experienced and HR-qualified Personnel Officer with strong supervisory experience and fluency in English and one other EU language.
Duties will include:
Selection and Recruitment
• Administration of recruitment procedures for staff in all categories (temporary agents, contract agents, national experts on secondment, interims, trainees, visiting experts, consultants etc).
• Preparation of contracts of employment and addenda, classification, co-ordination of medical screenings, welcome partner, visa applications etc.
• Providing prospective employees with information on terms and conditions including relocation assistance where required. Briefing of new staff members on their terms and conditions and follow-up, checking forms returned and ensuring personal file is complete.
• Monitoring of recruitment situation with regard to allocated posts for Units and liaison
• Co-ordination of arrival procedures for new staff members
• Recruitment and selection of interim staff members, including interviewing and testing
• Drafting of texts for internal selection procedures. Assistance to Selection Committees and follow-up action on decisions
Administration of entitlements
• Implementation of the Staff Regulations of the EU
• Determination and annual review of entitlements and answering questions from staff thereon.
• Dealing with contract changes (e.g. promotion, contract renewal, unpaid leave etc) Dealing with changes in personal circumstances of staff members and informing staff members accordingly.
• Keeping personnel database up to date according to specific entitlements and contracts.
• Advising staff members on medical insurance issues and reimbursements and liaison as required with Medical Insurance offices of the European Commission.
• Advising staff members on any changes in the Staff Regulations in relation to their entitlements.
• Advising staff on pension entitlements and transfer procedures and liaison as required with the Pension service of the European Commission
• Administration of unemployment allowance files as required with the European Commission
• Ensuring timely application of new salary steps.
• Assistance with promotion procedure as required.
• Ensure update and filing of papers for the personal file and job descriptions in correct format.
• Administration of leaving entitlements and checklist.
• Regular review and update of briefing papers and welcome pack.
• Keeping records of mobility (transfers) and update personnel database accordingly.
Other
• Supervise one assistant
• Answering queries on all types of leave, leave rules and records.
• Calculation of Annual Travel Allowance for all staff and dependents.
• Update of internal Personnel website.
• Correct filing of documents in relation to all above areas of activity.
• Perform other duties as required
Candidates:
• Should possess a recognised HR qualification
• Have very strong, proven experience in a relevant position
• Have strong supervisory experience
• Be fluent in English and at least one other EU Language
• Candidates should be EU passport holders and educated to minimum A level equivalent
Salary £ competitive + paid holiday and EU bank holidays. Tax free permanent salary applies.
This position is offered on a temp to contract (one year) basis with excellent working conditions,.
